Tourists traveling to Bali, as well as any destination in Indonesia, are now required to use the new digital arrivals card system.
The All Indonesia application system has been in trial for just over a month, and as of October 1st, it is now mandatory for all travelers arriving at all international airports and harbors.

The All Indonesia application service is an all-in-one customs and arrivals card system for all travellers arriving in Indonesia. The process is now mandatory for all arrivals, both Indonesian citizens and foreigners.
The system was introduced in a testing and trial phase for arrivals into Bali’s I Gusti Ngurah Rai International Airport and Jakarta’s Soekarno-Hatta International Airport in September. From 1st October 2025, the system will be in effect at all of Indonesia’s international airports and seaports.
Indonesia’s Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono, and the Minister for Immigration and Transmigration, Agus Adrianto, spoke to reporters about the new system and its impact on travelers.
Minister Yudhoyono told reporters, “What is expected is that it can make it easier, make it more comfortable, make it more efficient, shorten the time for those two to travel abroad to Indonesia. Whether they are an Indonesian citizen or a foreign citizen.”
He added, “This integration is the fruit of hard work from all parties, especially the Ministry of Integration in providing services to the community.” Minister Yudhoyono explained, “This system integrates functions from customs and excise, health, and quarantine to animal needs, including fishing and its products that enter Indonesia.”
Minister Yudhoyono expressed his hope that the new All Indonesia app will continue to facilitate a seamless arrival process for tourists visiting Indonesia. He noted, “We hope that anyone who enters Indonesia feels more confident and comfortable. Including investors and all who want to come to Indonesia to have a good experience, positive impression, and then be able to tell others to come back to Indonesia.”
The Minister for Immigration and Corrections, Agus Adrianto, emphasised to reporters that data security is a top priority. He shared, “We will be committed to maintaining confidentiality. So the point is that we will both achieve the protection of the data that users have.”
Use of the All Indonesia app is straightforward, but it must be noted that it is not a one-stop destination for the complete pre-arrival process, only for travel declarations and customs paperwork.

The All Indonesia application is different from the Indonesia eVisa website, where tourist can arrange their 30-day eVisa on Arrival or the appropriate visa for their trip.
It is also not possible to make the Bali Tourism Tax Levy payment on the All Indonesia app at this time, and instead, tourists must visit the LoveBali app or website to complete this part of the pre-travel checklist. However, Govenro Koster is in talks with officials at the central government to try to integrate this.

In September, Indonesia Immigration explained, “The All Indonesia application is presented to simplify the declaration process of international passenger arrival, as well as provide an easier, faster, and safer travel experience. Through this application, filling out the arrival form for immigration, customs, and excise, health, and quarantine arrival card is now integrated into one digital system.”
It is advisable to download and complete the All Indonesia arrivals card process 3 days prior to travel to Indonesia and be ready to present the QR code generated within the app, upon arrival in Indonesia. Officers will be stationed in the customs and declarations areas of airports and seaports, after immigration counters, to scan QR-codes.

Speaking at the pre-launch of the All Indonesia system, the Acting Director General of Immigration, Yuldi Yusman, told the media, “All of Indonesia is a step forward in realizing efficient public services. With this application, the arrival process at the airport or port is not only shorter and safer, but also friendly for all passengers – both individuals and groups – including the elderly, the disabled, and children.”

You link refers to cyber attacks in June last year. It was not someone within the departments leaking info
These attacks are common. Facebook got hacked this year and the details of 500,000+ were stolen. Optus Australia was hacked in 2022 and the details of over 19 million customers were compromised. Qantas was breached in July with 6 million+ customer details affected.
Attacks are common to many companies. There's no evidence the security of Indonesia entities is any less than cother countries.
