Burst Pipes And Heavy Rains Cause Flooding And Damage Across Bali

Heavy rains and issues with water sewers and burst mains pipes have caused a series of flooding incidents across Bali. In the popular vacation resort area of Seminyak, sewer water had flooded out of drains onto the streets. In Jembrana Regency, in the west of Bali, five hours of rain on Monday has left seventy-one homes badly damaged by flood waters.

In Nusa Dua, a blockage in a water supply pipe had head to leakage and localized flooding in Jalan Darmawangsa, Benoa Village. Bali is currently in the middle of the monsoon season, with tropical rain storms forecast until mid-March. While this time of year is prone to flooding and other disasters, this year’s monsoon season arrived early and has been particularly brutal.

On Tuesday afternoon in Seminyak, sewer water spilled out of drains and over Baik-Baik Alley in Seminyak Village. The water also spilled out to the main road, Jalan Nakula. Residents were disgusted by the smell of the flood water and complained to local leaders. One resident, who wished to remain anonymous, told reporters who had slipped in the flood waters. She said, “Jalan Nakula also has the status of tourism access [road] that is busy with tourists. Besides me, recently, there was also a laundry employee who fell there.”

Made Sada, a community leader in Legian, told reporters, “I have coordinated with related parties to resolve this issue. It has also been dispatched from the PUPR Agency.” This was followed up by a reporter from the Head of Seminyak Village, I Putu Gede Adhi Karmita, who confirmed that he has been raising the issue with the local authorities since December 2022.

Karmita said, “the complaint was [lodged in] December, and we have also coordinated with the PUPR Service. After we contacted them again this morning, he said that tomorrow morning, we would check again for handling preparations.” He added, “based on the explanation from the PUPR Service, it is due to blockages. This will be dealt with soon”.

In the tourist hotspot of Benoa, in Nusa Dua, a burst water pipe caused flooding along Jalan Darmawangsa. The incident was confirmed to the media by Made Suarsa, the Technical Director of Perumda Water Drinking Tirta Mangutama, Badung Regency, on Tuesday afternoon. Suarsa said, “As soon as it became known, the team immediately deployed and stopped the flow of water around 07.00 WITA. The problem is the accessories at the pipe joints, broke due to high water pressure during minimum use.”

Assessment of the waterworks in the area remains underway, and workers from Perumda Water Drinking Tirta Mangutama will continue to ensure that residents in the area have access to clean water. Suarsa said that pressure control devices would be installed to help reduce the risk of water pipes bursting.

He said, “[we are] immediately working on adding supplies to the South Badung area. With our steps, hopefully, the water problems in South Badung can be gradually handled. Currently, we will continue to carry out evaluations and flow simulations so that we really know the problems that arise, then we will make improvements.”

In Jembrana Regency, seventy-one families have had their homes flooded after five hours of heavy rains on Monday evening. The worst affected area was Kaliakah Village, where flood waters rose to 75cm in places. Dozens of homes in Sangkaagung Village and Melaya Village were also submerged by flood water.

The details of the major incident were confirmed to the media by the Head of the Emergency and Logistics Section at BPBD Jembrana I Made Sapta Budiarta. He reported that there were no casualties and that officers were on hand to help evacuate residents. He noted that many did not want to leave their homes.

The flooding was triggered by an overflow of water from the drainage canal that runs between the three villages. Budiarta said Residents are not willing to be evacuated. They still prefer to stay at home. Including one elderly person in Banjar Kalaikah, who we had explored for evacuation but refused.” He said that recovery work would start when the water had receded.
