Fly Bali, a commercial helicopter tour provider in Bali, has just obtained a new level of certification that will enable the company to offer a whole new range of services and activities.
The company has its sights set on changing the game in Bali by introducing skydiving to the province.

After receiving its Air Operator Certificate (AOC) certification from the Directorate General of Civil Aviation on 5th March 2025, Fly Bali is now able to operate independently in the province. The company, founded in 2019, has shown that it can meet all flight safety standards in Indonesia.
Speaking to reporters, Harriko Fesfusi, the founder of Fly Bali, said that owning an Air Operator Certificate provides more flexibility in the company’s operations. Until now, Fly Bali was legally operating under the umbrella of another company’s Air Operator Certificate.
Fesfusi told reporters, “This certification allows us to run our own operations without having to rely on other operators. One of the benefits is that in emergency conditions such as fires, we can move immediately without having to wait for helicopters from outside the area.”
He noted the major landfill fires that hit Bali in 2023 and explained that Fly Bali is now in a position to directly support local disaster management teams, rather than Bali province having to wait for aerial support from outside the province, as was the case in 2023.
In its new chapter Fly Bali becomes the 81st operator in Indonesia to receive similar certification. Although there has been a period of growth for the helicopter aviation industry in the country post-pandemic the sector is still operated with strict regulations.
Fesfusi explained how Fly Bali plans to expand its services, one of which is by opening a skydiving program. Harriko said that skydiving regulations in Indonesia are not yet specifically available, but with the ownership of the AOC, Fly Bali is ready to pioneer regulations that allow the service to be created.
He shared, “In the past, we wanted to develop skydiving, but we couldn’t because we didn’t have an AOC. Now, with this certification, we have the opportunity to realize it.”

Both paragliding and parasailing are already available in Bali, but skydiving will take Bali’s adventure tourism offering to a whole new level. It may be some time before Fly Bali can get permits, policies, and licenses ready to offer such an experience.
