Bali’s New Governor Outlines Major Development Projects On Vacation Island

As Governor Koster starts his second term in office, he will outline his vision for the next five years.

As the Governor of Bali, he will oversee a series of enormous development projects that will impact both local communities and tourists over the next few years.

Speaking to the media on Wednesday 12th March, Governor Koster explained the Bali Provincial government’s commitment to its major infrastructure projects between 2025 and 2028.

He told the press conference “These programs must run and be completed by 2028 at the latest, at worst by 2029. We share tasks according to each region and capability.”

The projects range from the restoration of ancient and culturally important temples to the development of new roads and underpasses. The Official Bali Province Project List Until 2028 is as follows:

  • Restoration of the Great Temple of Besakih (Karangasem)
  • New parking building and access to Batur Temple (Bangli)
  • New Sang Hyang Ambu road (Klungkung–Karangasem)
  • New Berina Road (Karangasem–Buleleng)
  • Shortcut Point 9-10 Singaraja-Mengwitani
  • Amed Port (Karangasem) and Sangsit Port (Buleleng)
  • Bali Cultural Center (Klungkung)
  • Turyapada Tower Phase Two (Buleleng)
  • Bali Sports Center (Bangli)
  • Gilimanuk-Mengwi Toll Road
  • Subway projects in urban areas
  • Development of roads and shuttles in the Sanur–Denpasar area

Koster shared “If it is left unchecked, it is not good. We continue to ask for blessings there, so it should be maintained so that Ida Bhatara loves us.” He added, “With the synergy between the central and regional governments, as well as community support, I am sure that all of this development will be completed according to target.”

He went on to talk in more detail about the projects and confirmed that many of the initiatives are partnerships between the provincial government and regency governments. Governor Koster shared “The restoration of Besakih Temple will be done by the province, Batur Temple Parking will be done by the province, Sanur Harbor Parking will be shared by the province with Denpasar, the Jimbaran Underpass Road, and Gatot Subroto-Canggu cost will fall on Badung in full then the Tohpati Underpass will be shared by the province and Denpasar, so everyone got a share.”

The restoration work and improvements to Beskaih Temple will help improve tourists’ experience of the island’s most important temple. Improved access will mean fewer traffic jams and safer journeys, and more parking will make for an overall more seamless experience for tourists. Though, the work will not start there until 2026.

Governor Koster shared that the work will be carried out “So that all the shrines are good, many of the shrines are moldy and rickety, and are left unattended. We continue to ask for blessings there so it must be repaired so that Ida Bhatara loves us all.”

While renovation work to Besakih Temple may not affect tourists during their visits, whether now or into 2026 and beyond, some projects on the list will definitely impact tourists during their vacations on the island: the road and transportation projects.

Governor Koster explained, “In Denpasar, new roads on Sunset Road – Mahendradatta, Gatot Subroto-Canggu, Ahmad Yani Underpass, Tohpati Underpass, Jimbaran Underpass, the road for the shuttle from the parking building to the Sanur Harbor will be worked on in 2026 and 2027.”

Traffic congestion in the central south of Bali, espceicifiall around the bottleneck at the top of the Bukit Peninsula will absolutely be impacted while this work gets underway.

In the meantime, leaders in Bali are working on improving sea taxi services that help negate the need for tourist to travel by car through these areas.

By December 2025 a sea taxi service is set to be fully operations and will connect tourist directly from Bali’s I Gusti Ngurah Rai International Airport to resort destinations like Uluwatu, Jimbaran, Kuta and Seminyak.
